Letter to the Mayor, fee increase

Mr. Mayor,
The Yachtsmen of the Ports of Marseillan on whose behalf I am sending you this email have noted with surprise, bitterness and sometimes anger that fees for 2021 for docking stations have undergone an increase in 20% for the Marseillan-Ville basin n ° 1 and 15% For basin n ° 2 and the port of Marseillan-Plage.
They could not use their boat for at least three months and find unjust and unfair to have to make up for the drop in activity of professionals who have been granted a graceful discount of 25%, while receiving government aid most often . As for the drop in port attendance that has dropped the number of stops, Even if you can deplore it, How can we bring it responsibility and the financial burden to boaters, many of which benefit from a single retirement pension and whose only pleasure is to go out on their boat ?
Faced with the importance of these increases, The APPM issues the largest reserves concerning their legal foundation. We remind you of the case law of the Council of State, through two stops :
1/ The Council of State of 16 July 23rd 2007 retains the following formulation : “A serve for service provided must essentially find a direct counterpart in the service provided by the service”
2/ The Council of State admitted by its decision of 8 July 23rd 1996 (Merié judgment n ° 121520) “that a complement of fee collected at time T can be used to finance an improvement in the service rendered on the liable in period T+1”
Not only do we not improve any improvement in port services, But we regularly deplore many degradations or situations that deserve to be improved ...
We also remind you that there is no longer a representative of the APPM within the Port Council and that this situation will be desirable in the interest of shared management and responsible for port bodies. The APPM wishes to know the accounting documents, legislative and administrative behind these increases.
Pending a next answer, We ask you to accept, Mr. Mayor, The expression of our cordial greetings.

A Montpellier, on 20 Mars 2021

C.Bobin, President of the APPM
